Either way, you look at a photograph like this and you have to wonder what exactly he’s got to laugh about, with a power station that hasn’t materialised, Ilham Aliyev’s vice round his goolies, the state hospital full of people being treated in corridors, and China always wanting more.

Is he cuckoo or what? Some gravitas might be nice, given the state of things.
