They’re planning to expropriate private land to give it to a Jordanian businessman

Some of the Outside Development Zone land earmarked for the Jordanian University of Zonqor Point is privately owned.

The government plans to expropriate it with compensation at ODZ rates and then give it to the Jordanian hotel developer and contractor Hani Hasan Naji Salah for nothing to build his business.

But as Carmel Cacopardo points out here, in this article in Times of Malta, expropriation is legal only for a ‘public purpose’ and a private, fee-paying college that is run as a business by a private operator cannot be construed as a public purpose.
