Another Bastjan-and-John-Dalli scandal

In 2007, drug-smuggler Sebastian aka Bastjan Dalli, brother of the more notorious disgraced European Commissioner John, applied for development permission for his place in Haz-Zebbug, ‘Emma House’, which is in an ODZ. This is case number PA 4470/07.

Permission was refused. He seems to have applied again only to have permission refused again in May 2013. He appealed against the decision in July 2013 and the refusal was overturned in February this year, allowing him to go ahead with the work.

But more fascinatingly still, his architect just happens to be Joe Cassar, who led the Maltese part of the Skanska/Devlands/Blokrete/Tal-Maghtab consortium which built the general hospital and is now the subject of so much controversy because of the sub-standard concrete supplied in the first six months of 1996 when Bastjan Dalli was the sole supplier for 3.5 months.
