Define ‘last resort’, Mr Brincat

Leo Brincat has given an interview to The Malta Independent. He tells the newspaper that development in Outside Development Zones should only take place as a “last resort”.

Presumably, when a camel-trader who isn’t even known in his own country (I checked) comes along waving cash under the noses of Joseph’s government and demands land for free, that constitutes a ‘last resort’.

Oh, and Herr Flick tells The Malta Independent that the Environment Ministry is a “poisonous chalice”. This government seems determined to go out of its way to promote Malta as the place to come to learn English.
