Fantastic councillor for a European Capital of Culture

This is Ray Azzopardi, who leads the Labour minority in the Valletta council.
Valletta is going to be European Capital of Culture and it has a leading councillor who can’t use basic English and who is too arrogant to think it matters, who can’t spell and is too careless and indifferent to Google a word of which he is unsure before hitting the upload button.
