I think corruption was always the intention, don’t you?

Corruption is not a by-product of the incoming Labour government having put its cronies in charge of authorities and state corporations.
Corruption was the original intention. It’s the reason why those cronies were put in control in the first place – so that the government and other cronies could bend the rules, break them or change them to suit, without annoying objections.
