What a DREADFUL accent – the video is literally unintelligible

This is an official Malta government video (edu.gov.mt) on how to apply for students’ maintenance grants.

The explanation is given in English, by a woman whose accent and cadence are so appalling that it doesn’t sound like she’s speaking English at all. Even I, who grew up in Malta accustomed to hearing people speak that way, had to struggle to make out what she’s saying here.
