Is Beijing ‘educating’ all Labour councillors?

Yesterday this website reported that the Labour mayor of Qala is being trained in “leadership” in China. Posts on their Facebook pages reveal that Leanne Grech, a Labour councillor in Birzebbuga, and Clayton Cutajar, minority Labour leader of the Siggiewi council, are there too, taking the same Chinese leadership course.
