When the Commonwealth Heads of Government Meeting was held in Malta 10 years ago, the General Workers Union planned a demonstration in Valletta for the evening when Queen Elizabeth II was due to host a reception at the Phoenicia Hotel.
Police Commissioner John Rizzo said to the press at the time: “The demonstration is the union’s democratic right and we have therefore given a permit. We will now see to the necessary arrangements to cover both commitments.”
The problem was solved by cordoning off the hotel during the reception and union demonstration, and making alternative parking arrangements for guests.
This time, Tony Zarb’s army isn’t planning to demonstrate at all. Taghna Lkoll.
