The other two Maltese men are Keith ‘Kasco’ Schembri, the prime minister’s chief of staff, and Anthony Tabone, who runs the Smart City complex in Malta and was/is Malta’s consul-general in Dubai. Incidentally, the body language in that photograph is wonderful.
