The principal permanent secretary and civil service chief cannot afford a suit

Former General Workers Union man Mario Cutajar, who was made head of the civil service and principal permanent secretary when Joseph Muscat waved his magic wand in March 2013, apparently thinks that eclectic jackets and trousers are the new way to go.
