“Let me through. I have a blue flashing light.”

I have received the following email and photograph.
A car with government plates GVN 228 and a blue flashing light is frequently seen pushing through rush-hour traffic in the mornings, around 8am. It is driven by a troglodyte who honks and swears at other drivers to let him through, adding to the morning traffic chaos in Attard. This photo was taken on 14th January.
