The man who uses this car and repeatedly parks it on the pavement on Birkirkara Hill, St Julian’s, forcing people to walk on the road, is Anthony Brincat, an operations manager at the Ministry for Transport.
He also uses a blue ‘disabled’ sticker, which he claims is for his mother-in-law, and parks in parking slots reserved for the disabled.
He is a brother to former Assistant Police Commissioner and Transport Ministry consultant Josie Brincat, who is now consulted as a ‘traffic expert’.
