The Minister of Energy and Health was seen entering the Capital Business Centre in San Gwann late last night, at an hour when all offices in the building are closed and the area – which is industrial – deserted.

The Capital Business Centre contains, among other offices, those of Nexia BT and its allied operation Mossack Fonseca (Malta). Nexia BT is wholly owned by Brian Tonna who also wholly owns Mossack Fonseca (Malta).

Konrad Mizzi and the prime minister’s chief of staff, Keith Schembri, set up their companies in Panama and their trusts in New Zealand in concert with each other and all the arrangements were made by Tonna, who has been Schembri’s accountant for the last two decades.
