Martin Scicluna laments the sorry state of this government, but also says that he will reserve judgement on the Panamagate scandal “until there is solid proof of criminal wrong-doing”. It looks like he is not able to pass judgement on whether the Prime Minister’s chief of staff and top minister should have opened secret companies in Panama, sheltered by secret trusts in New Zealand, when they were in office already.
