David Thake speaks to Tiziano Mousu, Malta’s “honorary consul” in Montenegro

Tiziano Mousu, who was appointed Malta’s “honorary consul” in Montenegro by the Muscat government, has flown below the radar until now, when Ram Tumuluri’s visits to that country in pursuit of a contract similar to Vitals’s hospitals contract with Konrad Mizzi in Malta, began to raise his profile. So who is Tiziano Mousu and what is he up to? I’ll be writing about him in a later post.
