Work resumes on flats built by Education Minister’s scandal-torn canvasser

Work has begun again on the block of flats which Edward Caruana is building in Rabat, purportedly off a civil-service salary and with no bank loan. Caruana is the Education Minister’s scandal-torn electoral canvasser, who he put in charge of purchasing at the state organisation which is responsible for procurement for all state schools. The controversy raged in the run-up to Christmas.

Work on the flats stopped overnight when the worst of the scandal hit and the building became the focus of the media. But today machinery was on site and Caruana himself was spotted walking towards the development.
