      One of the finer details of the new system was mentioned by Edward Scicluna, he said the tariff system would be based directly on an ongoing revision of fuel prices, I take that to be some alternative to forward hedging.

      Can you imagine the chaos if electricity rates are calculated according to factors which vary continuously? .

      It means the rate could be an integrated quantity with dear old Joseph telling us when it’s best to consume.

      Or I didn’t understand anything at all. Whatever it is, he’s not keen on consultation.

        Jozef, I wouldn’t worry too much about what Prof. Scicluna says. It sounds like another half baked idea, only that this time instead of coming from Anglu Taks Force Farrugia, it’s coming from Prof. Edward Loans Instead of Stipends Scicluna.

        Besides, he is likely to claim that he has changed his mind, like he’s tried to do about stipends and the sustainability of free health care.
        Of course, nothing will stop him from changing his mind again after Labour is elected to government.

    Money doesn’t grow on trees so there are only a few ways how Labour will get the money to fund the decrease in water and electricity bills.

    They will either have to increase taxes or else divert money from other areas as they won’t be allowed to increase the deficit by increasing recurrent expenditure.

    Journalists should hound Muscat on both.

    If taxes increase, then we need to know before an election who will pay more and by how much. If money is diverted, we need to know which programmes will be curtailed – education? Healthcare?

    I find it also quite strange that environmental organisations do not seem to be complaining about the implications of reducing electricity and water bills and the resulting increased consumption.

    Interestingly, Labour never seems to say that they will decrease the water and electricity bills for everyone (unless I have missed it). Are they planning some means testing?

      In at least the faculties of Science and Medicine, plagiarism has always been taken very seriuosly.

      During the past 3 years or so, the University of Malta has invested in an electronic system to identify plagiarism (Turnitin). There were instances where students failed to obtain their degrees and others where fined and asked to resubmit.

    Politics is a very important science and Malta cannot afford to have people at the helm who are manifestly deficient in this field.

    The Nationalist Party has an healthy political orientation establishing an academic foundation 36 years ago specifically to achieve a sound schooling in this profession.

    It is time for the country to trust the art of politics to a higher level.

    Now we know that Joseph Muscat spoke to Simon Busuttil about a high-profile PN candidate who Sant was gunning for.

    I think Joseph was the canary that sang; he gave away enough information to alert Simon to the identity of the target, and he raised the alarm.

    The key phrase spoken by Muscat regarding W&E tariffs is that the tariffs will be reduced “b’mod realistiku w sostenibbli’, for which read that reduction will apply when fuel and other costs go down, no reduction will apply when costs are stable – and increases will inevitably apply when fuel and other costs go up.

    So, what’s new?

    Has anyone else heard the rumour that Joseph is planning to “tax the rich” by introducing a property tax?

    This would certainly make up for the income lost by lowering water and electricity rates, but would be a nightmare to implement…just like CET.
