    Years ago, when the Government introduced the first scheme to assist households in purchasing solar water heaters, I applied but was rejected.

    I was directed to Tarcisio Mifsud to query why.

    A string of emails followed, the gist of which was that he blamed the government for imposing the scheme on Enemalta and it was not in Enemalta’s interest that people install solar water heaters and therefore take away business from Enemalta – this inspite of all the power cuts we were having.

    He said it was therefore his duty to interpret the scheme as narrowly as possible.

    The net result was that since I was restoring an old house as opposed to building a new one, I could not benefit from the scheme.

    So much for protecting heritage and promoting enviromentally conscious schemes.

    The emails written by the financial controller of Enemalta were so inappropriate considering his position that I kept them to this very day.
