Why does Manuel Mallia’s chief of staff have his own chauffeur?

A member of my international worldwide network of spies has taken these photographs of Silvio Scerri, the lighting supplies businessman who has been made chief of staff to the Army, Police and Broadcasting Minister, being chauffeured to his home on the outskirts of Marsaskala in his personal car.
If he is using his personal car, but has a chauffeur, I think it might be safe to conclude that he is being paid to use his own car.
And why does the chief of staff (head of secretariat) have a chauffeur – presumably also paid by the state and not by Silvio Scerri or his company?
This is unprecedented.
