Exclusive: the first publicly available photograph of Muscat’s World-Bank-blacklisted China/energy/FDI consultant

A member of my international worldwide network of spies and researchers has managed to track down what must be the only photograph on the internet of Shiv Nair, the consultant to Joseph Muscat, Konrad Mizzi and Malta Enterprise, who has been debarred permanently by the World Bank for fraud and corruption.

Now you can all put a face to the name.

He’s the one in the black shirt.

    Maybe someone else can send in a picture of this man’s parents. One of the many companies they hide behind was also blacklisted by the World Bank.

    Pradip Nair, supposedly of Georgia, also known as Shiv Nair, Shiv Preyan Shanker Nair, Shiv Shankaran Nair, Pradeep S Nair, etc., is consultant to Joseph Muscat, Prime Minister of Malta, and on retainer as a consultant to Malta Enterprise, after having been permanently debarred by the World Bank for fraud and corruption.

    Shivshanker Pre Nair and Indira Nair are his parents.

    Lonestar Supplies and Logistics (PVT) Ltd., a Nair company, formerly known as International Project Managers plc and, before that, as Amani BP Ltd., was also debarred by the World Bank for fraud at the same time as the Nairs were permanently debarred.       I mentioned this to a PL supporter. The reply was “Maybe he has reformed.” The stupidity of some people is unbelievable.

      [Daphne – Whether he has reformed or not is irrelevant. He remains on the World Bank blacklist, and that’s bad news for Malta’s reputation because he is Malta’s envoy/consultant.]

        Shiv Nair is in his early 50s. He was around 40 when he was blacklisted by the World Bank.

        His fraudulent activity, which led to his being debarred, included presenting himself on company records as two different people.

        He hasn’t lost that habit, as evidenced by his recent claim that he lives with his family at 135 Holland Park Avenue, London W11 4UT, United Kingdom, when he and his wife Oksana live in Malta and their children are at school here.

        Is the Malta connection pure coincidence?

    Why on earth did the police raid the garage in Swieqi, from which a tunnel was being dug, while the perpetrators were not at work? Couldn’t they keep the vault nearly empty and a good lookout on the garage entrance?

    I suspect someone wanted to divert the Sunday papers public’s attention from the political scandals which are mushrooming by the dozen. The uncovering of this secret tunnel will get no one pinned.

    I’m convinced that these smart criminals did not leave a trace of their identity while using the garage. One doesn’t dig a tunnel from his garage to rob a bank and expect not to be arrested within a few minutes.

    I’d better not share my second suspicion.

      Isn’t it obvious that the police didn’t raid it while the perps were inside either because: a) the perps were tipped off, or b) the police are in cahoots with them.

      Either way it’s bad news.

      Are the police so stupid as to investigate for weeks and then wait to raid it when no-one is inside?

    There is a wealth of information on this site for the authorities who should be watching. You are doing their homework for them. Will they please act.

    As for the Prime Minister it is beggars belief that he has not publicly made a statement in regard to this man, distancing himself from him. Until he does so, he is guilty by association and one would be forgiven for thinking that he is on the take himself.

    Did not take long for the PL to go back to their old tricks and tactics in less than six months. They have employed their friends, cronies, families and acolytes, some of them in positions which will encumber the next administration.

    This is more proof, if it were needed, that the undemocratic can come to power with a democratic vote.

    They are going to grab and snatch what they can in the first three to four years in government and then in the final year try to get in again.

    I have to say that in the context of our small-island state, where everyone is obsessed with his/her neighbour’s movements so evident in the local newspapers, your unearthing of this shady character and his connections with the Labour Party, both when in Opposition and now that it is in government, is NOTHING SHORT OF SPECTACULAR.

    Well done, and let’s hope (against hope?) that at least one newspaper in Malta takes up the several leads you have provided to ‘grill’ the government and Mr Nair himself (who lives here) about his past dealings and his role in Muscat’s latest energy deal with China.

      I have come to the conclusion that no newspaper, nor anybody else for that matter, is interested in bringing this out in the open.

      It has been sometime now since Daphne first came up with this scandalous story and yet nobody bothered to take any lead. Perfect silence on all fronts.

    The government has just published the Economic Partnership Programme (EPP), due to the Excessive Deficit procedure.

    Under the energy sector, it is stated that there were 19 bids and 3 companies were short listed for the new gas power station.

    This is a BLATANT LIE. Nineteen companies collected the tender document and only three companies submitted an offer for the tender which closed on 27th September. Not only were there not 19 bids, but certainly these bids were not reviewed and “short listed ” in one week.

    Apparently the Spanish company has been disqualified, leaving only 2 valid bids.

    Is this Konrad Mizzi giving wrong information to the EU? Shame on YOU. minister.

    Who exactly is shadowing the energy minister? That person is fast asleep.

    Furthermore in the same report it is stated that the cost of power generation had decreased from 17 cents to 11 cents (due to diesel power station). That’s a 35% cost reduction. So the 25% reduction in electricity tariffs to be announced in the next budget is courtesy of Austin Gatt.
