    The Special Advisor must not do anything that may harm the Commission or Commissioner.

    Thank you but this particular Commissioner did not need any help. He took care of his reputation himself.

    The news is that MITA are up in arms about Dalli hijacking this complex IT project and killing the tender process.

    A large number of IT and medical people had been involved in a 3-year process of building the requirements, issuing an international tender, completing a very rigorous evaluation process including demonstrations and starting negotiations with a preferred bidder.

    A letter of intent had also been issued.

    Now it is clear why there was such a hurry to kill the tender.

    Due to the complexity of this project a number of international consortia had bid already, and now it is going to be developed “internally” and by the “end of year”!

    So apart from the blatant breach of all procurement rules, we are going to end up with a disaster at the general hospital. This is people’s lives we are talking about.

    In what way was he qualified to give advice to a Commissioner for Health and Consumer Policy? It’s a blade that cuts both ways. He was either not the right person for the job or he would have had a conflict of interest.

    Who’s this Mark Sammut then? Purely by speculation, there is a “Dr Mark Sammut”, owner of an IT company called Cursor Ltd.

    There is also a cardiologist called “Dr Mark Sammut”, but I just can’t see any of them having any project management track record to take on such a project.

    There are only two possibilities regarding the PM in this latest of a long series of obscene scandals involving Dalli.

    Either Muscat has both his hands in the pie or else he is much, much more stupid than he seems to be.

    I have a gut feeling that the amateurish Cursor’s IT system will be scrapped in a few years’ and the whole system will need to start from scratch again.

    Most importantly, someone (or a group of people) will cash millions in the next few years.

    Appointing a man with no health I.T credentials to devise a healthcare I.T strategy for Malta’s most important hospital will result in a huge number of problems. I hope that this person proves me wrong, but in an industry where training is now available it’s a pity that such a person is appointed.

    I wish luck to all those healthcare professionals who will try to figure out how to use these systems which will be encouraged by this gentleman.
