Daphne please be gentle. If he sticks to the ‘heels together toes apart’ protocol he will topple over.
Not if he keeps spinning.
If he sticks his feet together , toes apart , his naughty bits will be either painfully squelched between his thighs , or pop out like a jack-in-the box under the tight restraints of his zipper – not exactly a pretty sight .

The Commissioner of Police is risking being catapulted onto the new ‘recuits’. The platform is leaning heavily to the left.
Actually, on further thought, it must be why the Minister is keeping his legs apart. He is trying to balance the platform.

I watched video clips of this event on TV (can’t remember if it was NET or PBS), and his belly was literally hanging a couple of inches above his knees.
The policeman behind him is equally imposing. Almost.
The facial expression of the gentleman standing between the Minister and the Police Commissioner is quite telling.
