How disingenuous, taking advantage of people’s ignorance about these matters

I quote from Ninu Zammit’s statement:

Through the repatriation amnesty scheme offered by this government in 2014, I applied and was given compliance after successfully passing a rigorous scrutiny. I paid the taxes and the penalties due, and thus, regularised my fiscal position.

He did not pay the taxes due. He paid the taxes due under the amnesty, which is entirely different. Those taxes are a fraction of what they would have been ordinarily, which is why it is called an amnesty.

If Zammit were to pay the real taxes due, including the additional tax and the penalties for tax evasion over 40 years, under the normal system, he would have to declare bankruptcy.
