Why is there nothing to prevent public access to the emergency/maintenance ladder on the Barrakka lift?

This is beyond crazy. If people who are at that stage in life where they think they are immortal (we’ve all been there) are now scaling that ladder as a dare, it’s because they have access to it. They shouldn’t.

If one of them falls off and dies, or ends up a paraplegic in bed or a wheelchair for life, his parents will have good grounds to hit the government with a major law-suit. Not that money is the point here, or that any amount of money can make up for that. I use it to illustrate the fact that whoever is responsible for that lift is also responsible for blocking access to that ladder to all except maintenance personnel and the emergency services.
