Time to fill up the other bit of land

I’m beginning to suspect that Labour governments, driven as they are by builders, contractors and developers, have a sort of horror vacui where land is concerned. If they see an empty space, they have to fill it up.
This is a screen grab from aerial footage of Marsascala. It shows the two tongues of land which make up the area. One is covered by horrible and unplanned buildings; the other is empty. So of course, we really must fill up the other one.
