Man in charge of social services and employment packs tins of food for charity

I’m sorry to have to state the obvious, but why are the prime minister and his wife packing tins into food-aid boxes when he’s in charge of social services, education and creating employment – in other words, making sure people don’t have to live off tins of donated food?
