46% of Malta’s population don’t work and are economically inactive

The National Statistics Office released the latest figures for its standard Labour Force Survey today, taken over the population as a whole, and not the population of working age (16 to 61): 2.9% of the population is registered as unemployed and 45.8 of the population doesn’t work at all.
Effectively, this means that 54% of the population is carrying the other half. That doesn’t really sound at all tenable. That figure of almost 46% of the population being economically inactive does not account only for pensioners, of course – it’s way too large.
In the population aged between 25 and 54, 90.8% of men work but only 64.1% of women.
What on earth are all those women doing? And what has happened to this promise?
