Offering to host the Commonwealth Heads of Government Meeting means taking on all the risks of a terrorist attack and dealing with them in terms of preparation and security.
That’s one of the reasons why nobody rushes to offer to host that meeting.
So first we play clever Dick and put ourselves forward as the organiser, then we put a bunch of inept people in charge, get the willies, and say “Hey, if there’s a threat we’re going to pull out.”
I think it’s more a case of the participants pulling out because of the mess the Maltese government is making of security.
