The “high-ranking official” at the Malta Council for Science and Technology, who takes an allowance in cash for fuel when he also takes an allowance for using his own car must be the executive chairman, Jeffrey Pullicino Orlando. He uses his own personal car – a Landrover Discovery with JPO plates, in which he is driven about, including to Pavi supermarket to get his groceries, by his official chauffeur Stephen Ciangura, an army bombardier on secondment as Pullicino Orlando’s chauffeur.
