Imagine that Konrad Mizzi was being accused of rape instead of corruption. The following would be the current scenario.

Konrad has staked out his victim. Seeing his opportunity, he grabs the victim, subdues him/her (at this stage we cannot be sure), and drags this victim to a dark secluded spot.

Holding her (or him) down, Konrad is primed and ready to go. But then he gets rumbled. Two men walking their dogs come round the bush, and presto!

With his pants around his ankles, Konrad gets caught. He is dragged out in full view of people who have been walking their dogs in other parts of the park and who have run over when they heard the commotion. Some of them have even called journalists to say that a cabinet minister has been found behind a bush with his pants down and in highly compromising circumstances.

Cameras are flashing everywhere. Everyone can see just what was about to happen. Now along comes Chief Inspector Joseph Muscat.

He takes a good, long look at the evidence. After a few shifty sideway glances, he puts his hands up and says “Hey, he didn’t actually rape anyone. Whatever his intention was, no penetration occurred. So, you’re free to go, Konrad.”

After a huge public outcry, Chief Inspector Muscat says, “We’ll make him pay a fine for twisting the victim’s arm.”

And with a little nudge and a wink, he grabs Konrad Mizzi’s hand, and together they skip off merrily into the sunset, pouring buckets of water over each other.
