Why have state corporations when Joseph and Keith decide everything themselves?

The Times of Malta reveals today that Joseph Muscat flew to Boston to sign a deal with Crane Currency before Malta Enterprise had approved the incentives package to which he committed the government of Malta in that deal.
This put Malta Enterprise in the impossible situation of having to approve the package – which runs into many millions – whether it wanted to or not.
