Last Saturday (5 April) Michelle Muscat, the prime minister’s wife, was seen parking her car with blatant arrogance in the taxi stand at St Anne’s Square (former location of Magic Kiosk) at around 2pm.

She and her children got out, went shopping at Mothercare in the same square, and were seen at few other shops in the immediate vicinity, and returned an hour later.

Anybody else would have got a ticket immediately from a flying warden, and a barrage of insults (tipparkjax hemm, hi! Aqlali dik il-karozza minn hemm! Min tahseb li int!).

Min tahseb li int? Well, next time we can all reply: mhux mart il-prim ministru, zgur.

This woman is not just arrogant, but as lazy as her fat husband: it would have done her good to park at the car-park like the rest of us and walked the four minutes down to Mothercare, instead of parking on Mothercare’s doorstep in an illegal spot.

    I believe that the law states that Y plated vehicles have to be “chauffeur” driven. Not sure if these vehicles have a 30% reduction in the registration tax.

      Number-plates with the XXX999 format, where the third letter is a ‘Y’ (as the one in the photo above) are meant to be solely for taxis or chauffeur-driven vehicles.

      Rented cars and leased-out vehicles have number-plates in the XXX999 format, with the third letter being ‘K’, not ‘Y’.

      Although Mrs Muscat was actually driving the car, I suspect that that it is licensed (and, hence, insured) as a taxi, but is being used otherwise. As for Mrs Muscat – she must have abused of two things:

      1) being the presumed-to-be-untouchable prime minister’s wife and

      2) seeing that the car probably does have a taxi number-plate, she saw no wrong in using the taxi-stand to park.

        Splitting hairs. Driving a taxi when one is not licensed to do so is an aggravating factor, not a mitigating one. Mrs Muscat is not a licensed taxi driver and she is using a licensed taxi as a private car. That makes it two offences, not none.

    Why is the numberplate KGY? Y is for taxis and rental cars, minibuses etc. Always being abused on large SUVs and luxury cars by owners of black taxis/minibuses. Did she purchase this car as well using this system to exempt VAT and registration tax? Is she using some kind of loophole?

    Judging from the vehicle’s number-plate, it would appear that it might very well have been its owner who would have had to pay the parking fine – not the missus herself, however bare-faced her actions.

    The car in question is not a taxi but a chauffeur-driven vehicle. Such cars can NOT park on taxi stands. Those are for white taxis only.

    Also you still need a permit from Transport Malta to drive it.

    Does Michelle Muscat have one?

    According to registration tax rules, such vehicles can NEVER be used for personal reasons, e.g. shopping, but only for economic gain by chauffeuring.

    If I’m not mistaken these cars pay no registration tax but an yearly alternative licence which for such an SUV is much cheaper than the circulation tax a privately-owned vehicle would pay.

    If this is a leased vehicle from the Auberge de Castille for her use (remember she’s part of her own husband’s secretariat) and her chauffeur was off for the weekend, it is still forbidden for her to drive it unless she got a chauffeur licence from somewhere *cough* AND she shouldn’t use it to go shopping either.

    So wrong and so illegal on so many levels.

    Look at the plate. It’s a Y plate which indicates it’s a chauffeur-driven car. How is this her personal car?

      No insult to Luciano intended: The insult is delivered by Labour to each and every one of us as part of its daily “clever short-cut thinking” routine. And this is only what is picked up.

    She is being driven by a chauffeur. If one had to enlarge the first photo you would see a head on the right hand side if not even on the left side. That is why the car is on the taxi stand as it was being attended.

    Y plate = annual road tax, insurance and Malta Tourist Authority contribution.

    Y plate = chauffeur-driven vehicle, driver of such vehicles can be owner or employer of a “transport operator” – operation licence is issued every five years by Transport Malta.

    The driver of a Y plate vehicle has to be over 19 years and 6 months and in possession of a “Public Vehicle License and Driving Permit” both issued by Transport Malta after a test.

    If Mrs Muscat is not in possession of:

    1] public vehicle license
    2] driving permit for public vehicle
    3] owner or employed by a transport operator

    she was breaking the above mentioned laws plus driving without insurance.

    Mr Mizzi Transport Minister should investigate this abuse.

    It’s a Y plate. The driver of that car had every right to park there since the vehicle is a garage hire (black taxi). They can also park temporarily in taxi stands to load/ alight passengers and objects.

    She is seen unloading her children and stuff out of the car. Therefore she had every right to make use of the taxi stand in a Y reg car.

      I’ve had it up to here with people bending over backwards to justify these upstarts’ abusive behaviour.

      You are incorrect. The taxi stand is reserved for white cabs ONLY. Black cabs, such as Wembley’s, are not permitted to use that spot.

      This causes a large amount of bother for companies such as Wembley’s and John’s Garage because there is nowhere for them to stop legally if there is no parking available and the person they are due to pick up has not left the house/office/pick up point yet.

    Yes she is breaking the law as she has to have a TM tag to drive Y Plated vehicle. Labour cannot understand how much harm was done to Malta in 13months

No law was broken here… If you have a vehicle with a Y plate that means that the vehicle is a taxi, therefore such vehicle can park in any taxi stands all over the country, she will be breaking the law only if she has no special license to drive the Y plate, therefore if she has no special licence and the police will find out she is driving without such lic, the vehicle can be confiscated and issued tickets accordingly, this is taken from the motor vehicle regulations law Malta

      Joanne, you’re wrong. A GY registered car is not a taxi but a “chauffeur” driven car and cannot park on a taxi stand.

    We appreciate informative journalism and reporting of people who may abuse of their power or their political position but how dare you call our Prime Minister fat?

    I think it is very rude and disrespectful. Whatever your opinion you should stick to the facts and not insult people about their physical appearance.
