    The same thing happened at one point with the choice of Maltese judges for the European Court of Human Rights (not an EU institution, but still worth mentioning). A woman wasn’t chosen due to the lack of competence of the candidates who put forward their names for consideration.

    Let’s see how “the most feminist government in Malta’s history” – which should, in theory, thus have a choice of able women to choose from – handles this situation.

    The PM could have played a clever card: he could have decided to withdraw Karmenu Vella’s nomination and replace him with a woman in exchange for a better portfolio. But that would only have been smart had he done it last week; now, if he does switch nominees (he knows a thing or two about switching), it would appear that it had been done under pressure from Brussels. Of course, it would also have been an opportunity to put forward a better qualified candidate.

    A disaster in the making. Marsalforn and Xendi already have developments which are out of scale with the resorts. This will make it worse. What about residents living behind the hotel? Would it be fair to have their views blocked?

    What guarantees are there in the new policy against the hotel building additional floors and then leaving them ‘gebel u saqaf’ ? It can and will happen just as so many buildings everywhere are left unfinished. This would increase eyesores.

    What guarantee is there that the hotel owner would not seek to convert to residential after having acquired the additional floors? Look what happened at the Jerma.

    Why should there be discrimination in favour of owners of hotel buildings against owners of other properties? The argument that the increase in floor height will improve the tourism product is a myth.

    The Tourism Minister said he wanted better quality tourists. This is DEFINITELY not the way to achieve better quality.

    So while Malta’s foreign investment dropped by 25%, in Zimbabwe it fell by over 50%.

    Good. We need to double our effort to beat Zimbabwe.

    And what did Zimbabwe do to compensate for the mess which the 90 year-old president Robert Mugabe has created? They did like Joseph Muscat, and went to China.

    Robert Mugabe, the 90 year old president, is a long-time friend of China. In terms of Zimbabwe’s relations with China, Mugabe is their equivalent of Dom Mintoff, except that Mintoff died 2 years ago, so his orphan, Joseph Muscat, continued where Mintoff had left off with China. Muscat was lucky because AST, a fossil from Mintoff’s era, was still around to explain to him the ropes.

    We’re slipping straight into Karmenu’s “Golden years”: I like listening to the radio in the afternoon, and lately I started to follow Mario Laus on Radju Malta. I like oldies and Mario is a good DJ.

    Today I was terribly disappointed when after the two o’clock news from the BBC, he started reading as usual the SMSs which he receives. I close an eye when we listeners cannot share the message between Mario and the message sender, and Mario replies ‘I agree with you on what you wrote…’; but today Mario did something which he couldn’t do in the eighties when I used to follow his programme (remember the signature tune? “All right you guys rise and shine…”).

    He read a politically loaded message about the columns of clay of Mater Dei Hospital and commented “J’Alla ma jkollniex aktar minnhom.” I am sure that Enzo Guzman who is being replaced by Mr Laus wouldn’t have read that kind of message.

    Mario, you owe your listeners an apology, which you should read out on your programme after two o’clock tomorrow, and we’ll let bygones be bygones. If you don’t, we’ll confirm that if you vote Labour you get this sort of unprofessionalism. Stay out of politics and stick to Sixties music.

    Why would any body need to IMPOSE a woman candidate. Are they not able to get the job (if they wanted it) on their own merits?

    Surely our recent showing as regards MEPs demonstrates that our female capabilities are strong and no token by the EU is needed.

    How about James Debono and Malta Today asking for Gasol plc – a shell company which holds 30% and is project leader of the Electrogas Consortium – to be transparent? Gasol is majority controlled by Liberian Ethelbert J. L. Cooper who acts as “Strategic Advisor” to the board of Gasol – where he can control the direction of (his own) company with the directors acting as his puppets – and then he hides his ownership, control and financing schemes behind a company registered in the highly secretive jurisdiction of The Seychelles.

    The Sunday Times of London described Ethelbert J. L. Cooper’s shell companies as “a go-between for the Chinese” who provide the funds for Mr. Cooper’s lucrative but corrupt deals in Africa which form part of China’s schemes of “infrastructure-for-resources.”

    African media M&G reports from the 1990s – the period which Mr. Cooper does not disclose in his bio published by the website of the Harvard University’s Hutchins Centre – show that Mr. Cooper was a close aide of Emanuel Shaw II, a former Minister of Samuel Doe, and then a confidante and ambassador extraordinaire of Charles Taylor, both Liberian dictators. Charles Taylor was an African warlord with connections to drug cartels, who initiated the first Liberian civil war in 1989. He also involved himself in the civil war of Sierra Leone of 1991-2002, for which he was tried by a UN-backed court which found him guilty of all 11 charges brought against him which included charges of crimes against humanity, war crimes and other hineous acts against humanity. Charles Taylor, who is serving a 50 year jail term, was trained as a guerilla fighter in Ghaddafi’s Libya in the 1980s when Ghaddafi was regarded as a terrorist.

      If there ever was a certificate of the incompetence of Konrad Mizzi, this statement is the one:

      “He (Konrad Mizzi) described the winning consortium as “a world class” team and the bid was able to get bank finance for the project.”

      This is a consortium which comprises at least two entities which are up to their neck in sleaze, and the Phenomenal Minister of Energy, Health, Ovaltine and Podologists calls the consortium “world class.”

      The article adds also that “There will be a separate lease agreement with Enemalta on how much rent to pay for the public land the consortium will require to build the necessary infrastructure.”

      The government of Malta is giving 30% of the Electrogas deal to Chinese communist interests hidden behind a Liberian friend and associate of former Liberian dictators and convicted criminal, warlord and drug dealer Charles Taylor, and this deal includes land at Marsaxlokk.

      The deal also involves putting the Liberian, Mr. Ethelbert J.L.Cooper – who is deemed to be an associate of the hineous crimes which went on in Liberia in the 1990s-2000s and which resulted in the death of 200,000 Liberians – in charge of a 30% leading interest in an LNG tanker in the middle of the populated Marsaxlokk harbour with some 20,000-30,000 people living around the area.

      Not to mention the fact that the deal with Electrogas involves:

      1. Power purchase from a new 200MW powerstation – this is a deal in excess of Eur 100 million p.a. of electricity to be bought by Enemalta. A quick computation of the figure would be something like this:

      200MW x 1000 (conversion to kW at 1MW = 1,000kW) x 24 hours per day (conversion to kWH) x 365 days x 0.096 cents per kWH (price declared by Konrad Mizzi) x 80% (efficiency factor – assuming that only about 80% of capacity can reach the network and be billed to Enemalta)

      This amounts to Eur 126 million p.a.

      2. Gas purchase for the existing BWSC plant. Now this is an interesting bit. BWSC is now owned by China, so really it should be China contracting for the gas. But let us say Enemalta buys the gas and sells it to BWSC. Here we are talking about another figure in excess of Eur 100 million of gas p.a. (BWSC plant capacity is slightly lower than 200MW).

      Therefore, a commitment by Enemalta to a total of Eur 250 million p.a. of power and gas purchases for 18 years, equal to around Eur 5 billion, of which Eur 1.5 billion will be channelled through Mr. Cooper’s “dirty” cash shell companies piled up as one company behind the other through The Seychelles.

      Definition of a dirty cash shell:

      “A cash shell consists of a company name, a stock market listing, a director or two and a lump of cash in the bank. Sometimes divided into ‘clean’ or ‘dirty’, the former are purpose-built to buy suitable companies in certain sectors, while the latter are companies where a previous business was sold and there is nothing left apart from the remains of their bank balance and some possibly troublesome shareholders.”

    It is becoming clear that it is unlikely that we will see a new 200MW gas plant in operation by Electrogas by 9 March 2015.

    It is also highly unlikely that we will see the BWSC plant converted to gas from 9 March 2015, because the gas infrastructure itself is unlikely to be in place by that date.

    At this point, it is important for the media, or the opposition, to ask questions of the government about how the government of Malta (in the legal form of Enemalta) – and hence we the public – will be protected from the extra costs associated with such failures.

    If it is true that gas lowers the the cost per unit of electricity to Enemalta, or to any third party provider of electricity to Enemalta (e.g. Electrogas), then the costs of Enemalta should go down from 9 March 2015 if all gas plants are in place.

    On the other hand, Enemalta will continue to suffer higher costs if those plants are not in place.

    According to Joseph Muscat’s and Konrad Mizzi’s roadmap, on 9 March 2015 Enemalta should be having available to it 200MW of electricity from the Electrogas consortium at 9c6 per unit. At the moment, using Enemalta’s technology, the cost per unit of electricity to Enemalta is higher by 50% or more.

    So what compensation has the government put in place in favour of Enemalta and against Electrogas in the contract which the government and The Times say has been signed (but which Enemalta says it is still in the process of finalising) in the event that by 9 March the gas infrastructure is not in place?

    I think that the Auditor General should be involved in telling Parliament what clauses are contained in the contract, hoping they do not breach the national security, national interest and commercial sensitivity.

    More questions about the gas plant.

    The government has issued an expression of interest for the power purchase adn gas supply agreements, and this has been awarded to Electrogas, a company with Chinese interests hidden behind Gasol.

    According to the Minister of Phenomenal Energy, 12-hour Blackouts and Eur 25 Compensation – Dr Konrad Mizzi – Enemalta will be buying electricity at 9c6 from Electrogas, which, perhaps one day, will build a new 200MW powerstation.

    Meanwhile, Enemalta has sold its new BWSC plant to Communist China, which will be converting the plant to gas and will use the gas infrastructure to be built, one day, by Electrogas.

    Therefore, the electricity to be produced by the BWSC and the Electrogas powerstations should practically have the same cost structures.

    Can some journalist kindly ask, and obtain replies, for the following questions:

    Has Enemalta signed a power supply agreement with the Chinese company which will own the BWSC plant?

    How much is the electricity to be bought from China’s BWSC going to cost per unit to Enemalta? Is this also to be bought at 9c6, and if not, why not, and how much?

    Readers posting comments in the other Maltese ‘independent’ media are worrying because Karmenu Vella could now ruin what is left of Malta’s environment and that the same fate awaits the European environment.

    The environment portfolio requires energy, and Karmenu Vella does not have much left of that, if he ever had any.

    Jean Claude Juncker is a wise man. He has given Karmenu Vella a portfolio he will not be capable to manage. The environment? What the hack is that?

    So I suspect that Karmenu Vella will not even make it past the European Parliament grilling. A few questions about his views on Spring hunting, hunting illegalities in Malta and bird trapping should be enough for a thumbs down.

    On maritime affairs and fisheries, one can truly say that Vella has gone from the Tunny Net to netting tuna.

    Gone are all references to Afren plc, the company on whose strategy Gasol depends in West Africa. This necessitated a major surgery on the website, and the removal is clearly very deliberate.

    Afren is currently in the eye of the storm after the discovery of evidence by an independent UK law firm that suggests that a number of directors – who have now been suspended – received unauthorised payments. Corporate governance at Afren has been under scrutiny for some time.

    There has also been a North Korean style purge at the top of Gasol.

    Reference to Rilwanu Lukman, the company’s Chairman who died with the delisting of the company from the London AIM on 21 July, has been deleted. There is not even a single announcement about Dr. Lukman’s death.

    There is some information about the Malta LNG project, but Gasol makes no reference to important things such as project time frames, target delivery date or current status.
