AST and Muscat are not even sure who they met. Ivan Llilich, former president of Serbia? Are they perhaps confusing him with this particular individual?

PN questions Muscat meeting in Tripoli
The Nationalist Party said today that while the Labour Party had said in a statement that during his visit to Libya, its leader was a guest for an activity along with the former Serb President and Socialist leader Ivan Llilich, it resulted that no one of that name was a former Serb President or socialist leader. It was therefore not known who Dr Muscat and MLP international secretary Alex Sceberras Trigona had met.

The man is Zoran Lilić.
Zoran Lilić served as Speaker (1993) and then President of Yugoslavia (1993-97). http://en.ljbc.net/online/var_details.php?id=834 a former president of Yugoslavia who has close ties to Libya – including the award of an honorary doctorate to the Colonel.
He reportedly tried to pass himself off as an official representative of the Bulgarian government in the negotiations with Libya over the HIV trial involving Bulgarian doctors and nurses, but was apparently exposed by the Bulgarian authorities as an impostor.
