Whose is the 'creeping ignorance'?

This is a ‘protest comment’ from the FAA website:

”If this government goes ahead with its declared plans … to enable the St John’s Cathedral Foundation to ignore all the protests and warnings regarding its intention to create a large museum UNDER our prime historic monument, I shall have to join the growing band of people who accuse it of creeping arrogance.”

This person had been led to believe that:

1. excavation would take place beneath the cathedral;

2. the decision was the government’s and not MEPA’s;

3. the government controls St John’s Cathedral;

4. the St John’s Cathedral Foundation is above the law and not subject to planning procedure and permission;

5. there were “protests and warnings” from people qualified to speak;

6. the St John’s Cathedral Foundation would or even could forge ahead without an environmental impact assessment, feasibility studies, and civil engineers – you know, just get a JCB and start digging.
