Competition: find the Chinese billionaire and win a Maltese passport

Here you have the link to Forbes’ list of Chinese billionaires. It is the most reliable such list that I can find.
This is a community project. You are all invited to rake through the profiles to see if any of them matches up with the man in the photograph.
The more people are involved, the better.
If none of the profiles matches up, then we can perhaps conclude that the government leaked a blooper (or deliberate lie) to The Sunday Times.

Not likely. Our one has a distinctive seagull upper lip and a slight skin inperfection below his left eye.
The leak also said Jacques Villeneuve wants to be Maltese. Villeneuve denies it.

I don’t know why but he doesn’t LOOK like a billionaire….
He is a big time gambler and he keeps big denomination currency notes in euros and US dollars stuffed in that puffy jacket that he is wearing in case he runs into a card game.
