This article in Public Finance International mentions a specific number of 45 applicants. I wonder where that number came from?
Maltese Prime Minister Joseph Muscat has described the scheme, which has already attracted 45 applicants, as an ‘investment’ programme and is expecting it to provide €1bn in funding for hospitals, medicine, healthcare, infrastructure and education on the island.

Why do media reporting on the sale of Maltese citizenship stop so short of saying “the bloc is not happy about it NOR ARE THE MALTESE PEOPLE”. Do we not deserve a mention ?
