Are Cyrus Engerer and his Facebook Timeline now a sub-division of the government’s Department of Information?

The Public Registry today began accepting applications for civil unions and began acknowledging same-sex marriages that have taken place abroad.
This was announced by Cyrus Engerer on his Facebook wall.
Excuse me?
Why is Cyrus Engerer making what should be a government announcement – and on Facebook at that?
Is this government operating on the principle that you have to be gay so as to release gay news?
Engerer is not employed in Helena Dalli’s private secretariat, but in Louis Grech’s and Ian Borg’s: EU Funds, EU Presidency and Implementation of the Electoral Manifesto.
The news should have been released through the proper channels: Helena Dalli’s office or the head of government communications, and the Department of Information.
Are journalists and members of the public now expected to routinely check the Facebook Timelines of random members of the government’s Crony Set for crucial bits of news and information that should be formally issued by the government itself?
In any case, today is Saturday and the Public Registry is closed. So Cyrus Engerer is either wrong or off by a day.

Actually Cyrus was off by quite a few days. It says it was last Tuesday here.
