You can see here who the applicant for this billboard was: Byon Zammit. He’s a cameraman employed by the Labour Party’s television station.

The Labour Party’s television station is also sponsoring this World Cup Village event organised by the Foundation for National Celebrations.

There is nothing wrong with the application itself. MEPA policy is quite strict on billboard locations and this site is MBB98 which is shown on Map 25 in the link below. It is within the policy area.

What is wrong is the scheduling: first the flower beds and drip irrigation system are laid down, then ripped up again for the World Cup Village billboard.

    Why are they hugging with heads touching and with Zammit’s hand on Muscat’s chest? Do most Maltese men have any notion of what is acceptable in social circles? This photo reminds me of band club people in festas, hugging and pressing their fat, sweaty bodies against each other.

      That’s called “inkunu qrib tal-poplu”, and in Malta it earns you massive amounts of street cred. You wouldn’t know because you left when these things were still frowned upon, but take it from me that it does.

    Would be interesting to find out whether these organizers of large screen events have the necessary copyright permits. Wouldn’t be surprised of they think that ‘free to air’ means free to do whatever they like.

    It’s a pattern I see in photographs where Joseph Muscat is in company of men: he’s always sincerely happy. No “put it on for the cameras” Joseph & Michelle smile.

    His eyes twinkle! Odd that.
