At the Public Accounts Committee hearing this evening, in the ‘oil scandal’ case, Inspector Gafa testified.

Gafa, you might recall, was one of the senior officers investigating John Dalli in the snus corruption scandal, but he was summarily redeployed elsewhere at the same time his boss Police Commissioner Rizzo was removed, as soon as Labour was elected and stopped the investigation into Dalli.

He was also the inspector who worked on the ‘oil scandal’ investigations. He said this evening that when he was informed of his redeployment away from the Economic Crimes Unit, he gave a formal handover of all pending cases to his successor. One of those cases was this one – the business with oil trading.

Gafa said that he made a point of registering a note in the file saying that charges were to be pressed against four of George Farrugia’s brothers: Salvu, Antonio, Gaetano and Raymond. Those charges had been drafted and were in the file, but he had been waiting for documentation from Lombard Bank.

He said they should be prosecuted because they were aware of the bribes their brother was paying on the company’s behalf. The investigators had found several cheques made out to ‘pay cash’ or ‘pay self’, for which the brothers were co-signatories. The bribes were paid in cash.

Twenty months have gone by and George Farrugia’s brothers have not been charged, let alone prosecuted. I suppose the fact that the Police Minister is also their lawyer has nothing to do with it. And isn’t David Farrugia Sacco, son of the sleazy ex judge, member of the Police Board and failed Labour candidate, another of their lawyers?

Maybe the Farrugia brothers have had the same stroke of corrupt good fortune that John Dalli did.

    It also transpired that the brothers’ company, Power Plan, paid Ray Farrugia’s wife for the infamous clocks! The princely sum of Lm500 for both. They also donated a car to Frank Sammut – a Ssangyong.

    When I get into trouble I will use a Labour candidate as my lawyer.

    How’s this for a misleading headline on MaltaToday:

    “Oil trader repeatedly approached Austin Gatt to talk about tenders – inspector”

    Then in the body of the story:

    “But according to Farrugia, the minister used to refuse to talk about tenders,” Gafa said.

    Maybe they ran out of space in the headline.

    This misleading headline exposes Balzan’s anti-Gatt agenda.

    Inspector Gafa stated repeatedly that all approaches made by George Farrugia to speak to Austin Gatt about tenders were rebutted by Gatt.

    Clearly this is a continuation of ‘The Great Grudge’ of 2004 when Gatt gave the impression that he was backing Dalli but at the last moment may have dropped him.

    I looked for one but I had no luck in finding one.

    Now, I understand why Saviour Balzan, this morning was all over the place on twitter relentlessly lambasting inspector Gafa. I could not understand the rationale for all the tweets and why Saviour Balzan could not control himself. It is clear now as to why. Gafa is one of the perceived enemies of John Dalli.

    Separately, Saviour Balzan wants to report the guerilla twitters, who in his opinion, are contrived of you. I am seriously thinking that he is another person with psychological and persecution issues just like John Dalli, Franco Debono and Jeffrey Pullicino Orlando.

    Very sleek new look for your blog. I like the page numbers which makes it easier to navigate though articles, however I am missing a next and previous button.

    It’s annoying when you are catching up with articles from say from page 2 and you have to go back to main page, then to the previous page just to read the next post.

    It’s true one can use the back button from the browser, but it’s more organic if you can move to the next post from within the page. Other than that, keep up the the good job; you are doing a valuable service for the country. Thank you.

    Malta Today misleads with its headlines, whilst the Times of Malta online does not even mention the inspectors intention and advice for the four brothers to be prosecuted. Wonder why. Hands tied.

    And people talk of sustained attacks on the Times of Malta.

      This should have been the main story on every newspaper but it is too much to expect on this ‘art helwa’.

      Note also that their lawyer only knew about the misappropriation of funds and not of the kickbacks.

      Didn’t the Farrugia brothers check where their revenue was coming from? How can you conclude that you are owed x amount without knowing from which transactions?
