Valletta 2018 – is this a street installation, or what?

There was a lavatory in St Paul’s Street, Valletta, today (see picture). There were also beams and other things, and a skip close by – so we’ll have to conclude that this wasn’t some kind of street art installation but a low-standards way of making sure that people don’t park there so building-works machines can do so instead.
