Deputy police commissioner, two Economic Crimes Unit police inspectors in business with Joe Gaffarena and Malta’s ambassador to the Holy See

Former acting police commissioner, now deputy police commissioner Ray ‘OK Siehbi’ Zammit, who is a cousin of the ex-Police Minister who appointed him – Manuel Mallia – and his two sons Roderick and Daniel, both police inspectors on the Fraud Squad (Economic Crimes Unit) are in business with Joe Gaffarena, with his son Michael Gaffarena (who is Marco Gaffarena’s brother) and with Malta’s ambassador to the Holy See, gynaecologist George Buttigieg. Daniel Zammit was married to George Buttigieg’s daughter, Gabrielle, a lawyer, but no longer is.

He is the police inspector who was ‘boarded out’ (pensioned off on medical grounds as unfit to work) from the force a few weeks ago at the age of 35. This while he was pumping 100kg of iron at the Ta’ Qali gym. Within five days, he was put on the payroll at Enemalta Corporation on 60,000 euros a year. The case was in the news but it was this website, yesterday, which revealed his identity and his relationship to deputy police commissioner Ray Zammit.

Now I can reveal some more shocking news. Deputy Police Commissioner Ray Zammit and his two police inspector sons Daniel and Roderick jointly own one company – Geras Care Ltd (C67013) – with Joe Gaffarena on a 50-50 basis.

They own another company, St Gabriel Residential Homes Ltd (C49813), with Michael Gaffarena (a dentist in his 20s who is Joe Gaffarena’s son and Marco Gaffarena’s brother) and the gynaecologist George Buttigieg. In this company, the Zammit police officers own 50% of the shares while Gaffarena and Buttigieg own the other 50%.

In both companies, the police officers’ shares are held by Jane Zammit, who is the deputy police commissioner’s wife and mother of the two police inspectors. She is also registered as company secretary. However, Jane Zammit is a kindergarten assistant at Mosta primary school.

In Geras Care Ltd, she was registered as the shareholder from the outset, when the company was incorporated in September 2014. But when St Gabriel’s Residential Homes Ltd was incorporated in June 2010, Ray Zammit, Daniel Zammit and Roderick Zammit were actually named as the shareholders along with Joe Gaffarena and George Buttigieg.

Then in June last year, when he was named acting Police Commissioner after Peter Paul Zammit resigned, Ray Zammit and his sons transferred their shares in St Gabriel’s Residential Homes Ltd to their wife and mother Jane Zammit, while Joe Gaffarena transferred his to his son Michael. George Buttigieg retained his in his name.

GERAS CARE LTD – C67013

Registered address: Joe Gaffarena’s home address at 9, Luqa Road, Qormi.

One director and judicial representative: Michael Gaffarena, 27, a dentist at Mater Dei Hospital who is Joe Gaffarena’s son and Marco Gaffarena’s brother

Two shareholders with 600 ordinary shares each: Joe Gaffarena and Jane Zammit, who is married to Deputy Police Commissioner Ray Zammit and is mother to ‘boarded out to Enemalta’ police inspector Daniel Zammit of the Economic Crimes Unit/Fraud Squad and police inspector Roderick Zammit

Jane Zammit’s address is Chez Jamond, Fort Road, Mosta.

The company-in-formation bank float receipt was made out by the Bank of Valletta in the name of Daniel Zammit ID 422380M in August 2014 and is registered in the MFSA records in his name. The company was incorporated the following month.

At that point the shareholders were Jane Zammit and Michael Gaffarena, then aged 26, on a 50-50 basis, but two weeks ago Michael Gaffarena transferred his entire shareholding to his father Joe and stayed on as sole director.

Jane Zammit is company secretary.

The memorandum and articles of association give the main purpose of the company as the setting up and operation of an old people’s home, respite centre for the disabled, research centre and clinic/medical services for the aged.

ST GABRIEL RESIDENTIAL HOMES LTD – C49813

This company was incorporated in June 2010 and the shareholders at that point were Joe Gaffarena (400 ordinary shares), the gynaecologist George Buttigieg (200 ordinary shares), deputy police commissioner Ray Zammit (200 ordinary shares) and his two sons, both police inspectors, Daniel Zammit (200 ordinary shares) and Roderick Zammit (200 ordinary shares).

The company-in-formation float slip was made out by the Bank of Valletta in the name of Daniel Zammit, the police inspector.

Dr Buttigieg was the sole director and his daughter Gabrielle Zammit, now back to her maiden name Buttigieg after splitting from her husband Daniel Zammit, was company secretary. St Gabriel Residential Homes Ltd was registered to her and Daniel Zammit’s address at 2, Charles Court in E. H. Furse Street, Msida, and the company appears to be named for her.

On 13 November 2012, Gabrielle Buttigieg, then still Gabrielle Zammit, resigned from the position of company secretary. Her father George Buttigieg resigned as director on 20 February 2013 but retained his shareholding. This would have been about the time things soured between Daniel Zammit and Gabrielle Buttigieg.

For 14 months, St Gabriel Residential Homes Ltd had no company secretary and no director, until Jane Zammit, the deputy police commissioner’s wife, was registered as company secretary and Michael Gaffarena as director on 22 January last year. That day, too, the company’s registered address was changed to Joe and Michael Gaffarena’s home at 9, Luqa Road, Qormi.

Then on 9 June last year, Joe Gaffarena transferred his entire shareholding (400 shares) to his son Michael, while Ray Zammit, Daniel Zammit and Roderick Zammit transferred their 600 shares to Jane Zammit. George Buttigieg retained his 200 shares. One month after this transfer, Ray Zammit was made acting police commissioner following the resignation of Peter Paul Zammit from the post of commissioner.

The shareholding at present is: George Buttigieg – 200 ordinary shares, Michael Gaffarena (sole director) – 400 ordinary shares, and Jane Zammit (company secretary) – 600 ordinary shares.

The memorandum and articles of association of St Gabriel Residential Homes Ltd are practically identical to those of Geras Care Ltd. The purpose of this company, too, is the operation of old people’s homes, respite care and clinics for medical research and old-age-related illnesses.
