Malta’s Further and Higher Education (Licensing, Accreditation and Quality Assurance) Regulations distinguish between a higher education institution and a university.

A higher education institution is strictly prohibited from using the word ‘university’.

Regulation 47 sets out the requirements that are necessary for an educational institution to acquire university status.

It assumes that the applicant must already be accredited as a higher education institution. It states that “only accredited higher education institutions which comply with the following shall be eligible to apply for university status …”.

Besides that, the requirements listed in Regulation 47 imply that the higher education institution should be fully functional already BEFORE it applies for university status.
