Libya not invited to migration summit in Malta last week

The Malta Independent reports today that Libya was not invited to the Africa/EU migration summit that took place in Malta last week.
You have to wonder why not, given that Libya is the main through-route for migration from sub-Saharan Africa and the departure point for all the migrants who reach Italy, and who used to reach Malta, by boat.
