You will notice how it is even the libel suits which have been reported as exceptional action. Though we take libel suits for granted here in Malta because it is so cheap and easy to file them and use them to harass journalists and others, the reality is that libel suits are in themselves considered exceptional action in more developed democracies, because the trouble and expense through which they put journalists are a form of harassment and intimidation in themselves.
