So he decides on the winner and then moves in as the architect

Taghna Lkoller Claude Mallia, the architect who helped out on the Labour Party’s electoral campaign, is a member of the Heritage Malta jury which chooses the winners in competitions for national monuments.
And then when a winner is chosen, he moves in as the architect in the monument’s execution, as he did with the monument to the Republic, through his private practice, and gets paid for it by the very same Heritage Malta.
These people just leave you flabbergasted.
