This is how the government fixed this year’s fabled surplus, the one that Joseph Muscat has taken out onto the hustings: “We are going to pass this surplus on to you.”
Government spending was up, up and away – then, last year, Edward Scicluna gets the order to slash it to pre-2013 levels so that Muscat can have a (very temporary) budget surplus to boast about in what he planned as his premature election year.
