A lawyer I know received this email today.

I am a consultant of immigration in China, and I have a lot of clients would like to immigration to other countries, Here I heard that in Malta, if someone would like to get Malta passport, he only need to pay 650.000 euro and then he can get a Malta passport, is this true? And if this is true, could we have a cooperation to do this business?

    According to this link, in 2010 there were 383,000 individuals of high net worth in mainland China. High net worth is defined as those with at least 10 million yuan (US$1.5 million) in investable assets, which excludes primary residences and assets of poor liquidity.

    Now if just 10% of these people had to opt for the Citizen Scheme in Malta over the next 4 years, we would be invaded by 38,000 Chinese who would become Maltese Citizens. These people would have a vote in the general elections and they would have the power to keep Muscat in power. It is in their interest after all.

    Could this also be the motive behind Joseph Muscat’s scheme?

      If 38000 Chinese are allowed to vote in our general elections, they will not keep Muscat in power.

      The Malta Chinese Party will be in power.

      Ten of them will stand for election and get elected automatically with 38000 votes between them.

      They will have ten seats in parliament.

      They will run the country.

      China will then own a country in the EU.

      It will not come cheap. It will cost them 24.7 billion euros (I know my arithmetic).

      It is estimated that the Chinese government holds 1000 billion of euro-denominated assets which constitute less than a third of its total holdings.

        Maltese people who have been abroad for some time have lost their right to vote in our elections.

        These new citizens would probably not even come to Malta. So they will have no right to vote. A Maltese passport is not enough to be able to vote in general elections in Malta. One must have been living here for a certain period of time to be eligible to vote.

        If these new citizens would be allowed to vote just the same, they would be privileged citizens having more rights than true Maltese who have Maltese parents, were born here, lived in Malta for the greater part of their lives but since they have been away for maybe 2 years cannot vote.

        In that case we need all the help we can get. Bollocks to those who’ll say revoking those passports isn’t constitutional. When the basics of democracy are at stake, the spirit of the constitution has been distorted anyway.

        How pathetic of Muscat if he can’t see himself re-elected on merit alone.

        How sad can one be to miss all the opportunities in Europe and choose to be seen as a parasite.

        He reminds me of businessmen who’ll always copy and chase others’ success stories.

    Only 650,000 euros in China,

    The average yearly family income is currently 13,000 CNY equivalent to 1,582 euros.

    Therefore a Maltese passport costs more than four hundred times the average yearly income for a family.

    The equivalent cost in Malta would be around ten million euros.

    I wonder what sort of people could afford such a price.

    I really wonder who my paid-up fellow Maltese citizens are going to be.

    I have my very strong suspicions and I shudder at the thought.
